How did HOA allow this??

I have driven past this home several times -- something you would expect in Newport Beach and Laguna Beach....my HOA is very strict...wonder how the homeowner got the permit to renovate like this considering there are NO other similar houses in Irvine...see link below....

Any idea on how I find out.  I really like the house...to me this worth million dollars than lot of the new developments....
 
I'm sure most Irvine based realtors should be able to tell you which sections of Irvine are non HOA. Any of our resident realtors care to chime in?
 
I'm guessing this is a room addition and cannot be used as a garage anymore?

I can't imagine a garage rolling up in 3 big panels.
