HOAs in WBE and what is a condo?

When I was looking at Santa Cruz, I was told they only have the $134 WBE HOA... no sub-HOA for Santa Cruz because although they are on a "condo map"... they are really considered detached homes.

While I'm not too sure about that because I don't know how the land ownership is defined... I would like to know if any of the other tracts in WBE have an HOA other than the WBE master one.
 
Just Ivy,  Monterey, and Santa B do(attached products). Santa Cruz and Coronado only have the $134 master association.
