HOA Prohibiting Drought Tolerant Plants

I live in Columbus Square where they mandate exterior landscaping match the theme of the community--meaning no palm trees, birds of paradise, etc.  I've previously heard that HOAs are now prohibited from restricting the use of drought tolerant landscaping given the current climate.  Does anyone know if this is true or not?
 
Laws AB2100 and AB 2104 prohibits the HOA restricting home owners from installing drought tolerant plants. I'd suggest getting in touch with the HOA management (most likely a 3rd party company) and seeking clarification. I'm sure once you mention the laws they will reconsider. Many HOAs have had to re-do their CCNR's to allow for this change.

Maybe there is a reason.
Palm trees can grow out of control. Believe me when I say out of control.

Palm tree could be a lighting rod also.

One poor palm tree was hit by lighting this morning in LA county and caught on fire.
