How high of an LTV?
Most banks keep their 2nds at 85% Combined Loan To Value (CLTV). I've heard US Bank goes to 90% CLTV. There are a few credit unions out there that can push it to 89.9% CLTV (SchoolsFirstFCU). Some limit their higher LTV 2nd to $100k to $300k max also. Home Improvement Loans often go beyond 90% CLTV.

Wescom Credit Union goes to 90% LTV, but you'll get a better rate if you take it to 85% or lower. They have a promo rate currently for a 1.99% rate fixed for the first six months (on <= 85% LTV HELOCs).
