English Tutoring for Asian Immigrants

For those of you who are Asian immigrants new to the Irvine area or who have friends or family who are immigrants - what can you tell me about the level of desire to have English tutoring? This could be anywhere from learning basic English to refining conversational skills. I am curious where they are most likely to go: community college classes, free help at the library, or private tutoring in the comfort of their own home. Any anecdotes would be fine. How much of a need is there for tutoring in the area, especially private tutoring?
 
Even the long time immigrants could use a refresher course.

I think Irvine is rapidly becoming a one way city like Santa Ana, Westminster or Monterey Park where  foreigners could live in a self sufficient society with ethnic businesses, native speaking relatives and friends and employments lessen the incentive to acquire the language skill essential for livelihood. Vehicular mobility allowed foreign residents to seek ethnic job market outside of Irvine. For those who do not want to travel there is always Backpage or CL.
 
The English tutoring market is strong in the children sector. Foreign parents know their strength is in Math and sciences but they can't teach their children language skill and culture. Their hope is the Irvine schools should augment the deficiency. Parents would starve themselves so their children could have the best education and equip them with the best nurturing environment. Good teachers and safe environment are just some examples. Another big concern is transitioning from 5 years of free grandparents daycare to school as many children have just the native language skill parents are concerned Children not fluent in English could fall behind.
