Contractor reco. for painting Exterior Shutters?

Just received a letter from my association (Woodbury) wanting me to re-paint my exterior accent shutters.
They apparently already have pre-set prices for a contractor (Empire Community Painting) at $50 per shutter, which seems kind of pricey for these small ~3x1.5" shutters.
I have 7 of them and am contemplating to maybe even paint them myself.

I guess a few questions:
1.) Suggestions on contractors that have better prices?
2.) Anybody paint their own shutters? I've done quite a bit of painting, but never anything exterior. Can I just do a light sand and re-paint?

Paging IHO.. last time you have a reco. I misplaced the contact information. If you still have it, please send it my way- I think it was 3-high or something. Prices were much better than the HOA provided painters and he did a great job as well. I have seen how HOA hired painters paint :)

Index: I see some neighbors doing it themselves. I never did it though- too much work to save very little money. But what I do is, when we hire someone, we get the garage and front door done too. HOA comes back with that requirement within six months of shutter painting. So, it you hire someone, get all exterior wood painted.
