Can I install two small narrow window on the side of garage wall?

I do not like the dark and would like more sunshine in the garage.

I think there are 3 ways:

1. change the garage door with bigger window panel.

2. install two air flow rectangular vents with metal nest under the roof

3. install two small rectangular windows under the roof

I am sure the first two will be ok after HOA approval.

How about the 3, is it possible? do i need permit?

In the end, which one will be cheaper? We have a three-car garage. we have to replace two doors in case. We only need to open two airflow vents or two windows on one side of the wall.
 
You can replace the door access to the backyard with one that has raised windows with mesh to allow air flow and keep bugs out. That would be much easier.
 
No idea about the HOA approval, but technically I'm pretty sure the county would say you need a permit for adding windows.  They will require framing modifications and penetrations to the exterior sheathing and waterproofing; things that typically are covered by building codes and thus require permits.
 
HOAs I've dealt with to date always keep themselves out of the whole permit business because it's more liability for them. They usually just say in the approval letter and this is an architectural approval and not a permit and you still need to secure one if needed. I've never seen an HOA that asks for an actual permit anywhere in the process, but won't be surprised to see an over-zealous HOA in Irvine asking for one, so you need to check with yours. The plans you need for permit are different from the plans you need for HOA approval (usually just architectural). Adding a window definitely needs a permit (just as installing a dishwasher or moving around a power outlet need one in the OC) but whether skipping permit for small projects like this will be an issue that can cause problems in future, that's your call. My advice is no matter what you do, always follow the code because that can be a matter of safety.
