So how would you propose to minimize the impact of new houses on the existing infrastructure, and the current utility customers that would foot the bill to construct the additional power plants needed?

All for this. At the same time adding rain cistern and grey water recycling is needed. One step in the right direction at a time.

As for the freedom aspect, buyers are able to build their own home tied to the grid, right? One may as well complain about the cable mandate, the phone line mandate, the insulation mandate, ad nausea infinitum.
