They proposed it as well as reduced rates (~50% of current rates) for any excess you generate. We'll have to wait until the end of the year to see the new rate and fee structures. There's also a minimum charge that is going up. I think new rates kick in middle of 2017 but not too sure about it. Existing solar customers may end up getting grandfathered in to the original rates.
