I vote it's neither good nor bad. Rather, it's too early to tell. The new CEO will make big decisions that may or may not have been made differently under Ballmer and time will tell how they pan out.

If we could predict the future we'd be billionaires.

Probably good news. MS needs better execution and Balmer couldn't deliver. The next CEO will need to clean up the mess.
