I can assure you that builders are <em>not </em>buying lots in 98% of markets in the United States. Perhaps in Seattle and some cities in Texas, but certainly not in California.

<p>I can't speak for Texas, but in my neck of the woods there is an increasing number of lots with curbs, pipes and conduit sticking up out of the ground, and "Proposed Land Use" signs... but the surveyors sticks have been blown over by the wind, the grading has deteriorated under the rain, and I haven't seen a construction crew there in months. No framing, no site trailer, no deliveries, and no further utility work. This began in the surrounding counties in late 2006, but the phenomenon has been working it's way into King County and steadly heading towards the larger population centers. Aside from the highrises, nothing new is going up and new homes are being heavily advertised with incentives... by guys with arrow signs on the street corners.</p>

Seattle was one of the last markets still showing appreciation and some construction. If it has dropped off there, then there may not be any markets doing well right now...
