Yes, this is true. 17% in-state admission to UCLA, while the 28% acceptance rate for out-of-staters. You can see back in 1998 that both the admission for California residents and out-of-state students were very similar at 34.35% (Cal residents) vs 34.35% (out-of-state) but in 2014... only 17% of (Cal residents) are accepted vs 28% of out of state students.

Primary reason for this is that the UC schools gets more money by admitting more out of state students vs California residents. I don't know the exact numbers, but in 1998 UCLA's class was made up of 90% California residents and today I would estimate that only 70 - 75% are California residents.

As of today UC regent announced a 15% increase of admission for CA applicants. Irvine applicants could now have a complete overcrowded experience from overcrowded homes to overcrowded pool to overcrowded elementary school to overcrowded high school to overcrowded UC campuses. SC, Merced and Riverside don't count they are the TUSD of the UC System.
